For more than a decade, Baylor Scott & White Health’s Community Care Clinics have provided quality care for uninsured and underinsured patients. To help promote the health and well-being of residents in Southern Dallas, many of whom lack access to a medical home, generous philanthropists have chosen to support the new Baylor Scott & White Community Care Clinic at St. Philip’s with a $1 million capital effort.
Baylor Scott & White’s Community Care program is building a new, 7,000-square-foot clinic serving adult and pediatric patients in the revitalized Forest Redevelopment District in the Fair Park community. This new clinic will fold in the resources of the Baylor Scott & White CitySquare Community Care Clinic and a previously existing clinic at St. Philip’s into a more robust medical home for underserved patients. The new clinic is projected to serve 3,250 patients annually.
“Access to quality healthcare is vital to the well-being of any community. BSW’s extraordinary commitment to opening clinics in historically underserved areas and providing quality care to all its patients aligns perfectly with our desire to see Southern Dallas become a healthy, vibrant and diverse community that celebrates its rich history and provides opportunities for residents to live, work, play and thrive,” said T. Hardie, president of The Rees-Jones Foundation, which provided support to create the clinic.
With a gift that will fund capital and programmatic needs, the Morrow family has also dedicated their support. “This new facility will help serve those most in need, and through this, we are grateful to have the opportunity to help serve others as a reflection of God’s love,” said Luke Morrow, president and founder of Morrow Renewables, a renewable natural gas company. He and his wife, Lori, have generously donated $250,000 to support the St. Philip’s clinic.
Their support comes at a critical time for adults and children who lack medical insurance: Texas has the highest percentage of uninsured residents in the nation and as of 2023, Dallas County had the highest rate of uninsured population in the state. Without access to quality care, many turn to hospital emergency departments when they would be better served by a medical home to help them manage chronic conditions.
Baylor Scott & White Community Care Clinics’ integrated care model includes a provider, pharmacy services, behavioral health support, chronic disease management and specialty care referrals. In this clinic, area residents will find access to primary care, preventive medicine, specialty referrals and chronic disease management. Integrated care for families will also be offered, which will now include a dedicated pediatrician and behavioral health services for children.
Additionally, the larger clinic space and additional exam rooms will allow for growth of the Baylor Scott & White Family Medicine Residency Program.

We are eager to relocate to this new and larger clinic, which will enhance our approach to address barriers to care for families, holistically in one location,” said Jeffrey Zsohar, MD, medical director of Baylor Scott & White Community Care Clinics.
